I have checked env variables in Azure and these are:

• APPSETTING_PERCH_DB_SERVER = fbtb-beta.mysql.database.azure.com

Since it can access the PERCH_DB values obviously since we can connect to the MySQL db.

It should be able to see PERCH_LICENSE_KEY as well.

Does Live Staging and Development domain matter or is it only that you can use the key for 3 domains in total?

I think I found the issue. In config.php I only bring in:
