OK, so my dev environment has PHP and a database - but the host doesn't. So I guess this might not be the tool for me. Thanks for your reply.

We are making a brand new version of our entire site, previously in MT 4. We want something with some support and updates, unlike MT 4 which no longer gets any attention. However, our hosting situation is static files only - we currently use MT on our local net and then FTP the generated static site to a staging server. Can Perch export static html or does it require a host that allows PHP?
